- Access to Public Services: Holders of a Cédula de Inscripción are entitled to access various public services, including healthcare, education, and social assistance.
- Employment and Taxation: This document is also required for employment in Spain, allowing foreign nationals to obtain work authorization and comply with local tax obligations.
- Travel and Freedom of Movement: The Cédula de Inscripción may be used as proof of legal stay in Spain when traveling within the country or abroad.
Where to Apply
You can obtain a Cédula de Inscripción in Spain by applying at the Immigration Office (Oficina de Extranjería) or at the local police station corresponding to your place of registration (empadronamiento).
Main Requirements
- Not being a citizen of a European Union, European Economic Area, or Swiss state.
- Having no criminal record in Spain or in previous countries of residence in accordance with Spanish law.
- Not being subject to an entry ban in Spain or in countries having relevant agreements with Spain.
- Not having been previously deported or expelled.
- Providing documentary proof issued by the relevant consulate confirming the impossibility of obtaining national documentation.
- Where applicable, providing documents proving the right to remain in Spain for humanitarian reasons or public interest.
Required Documents
- Official application form EX-16, submitted in duplicate, duly completed and personally signed (in black ink or electronically).
- Documents proving identity, origin, and nationality.
- Documentation justifying residence in Spain for humanitarian reasons or public interest, where applicable.
- Notarial certificate confirming that the applicant contacted diplomatic or consular authorities but was not assisted.
- If no notarial certificate is available, a copy of the residence application based on exceptional circumstances.
- Three recent color photographs with a white background (DNI format).
