Passive Residency in Andorra 2026: What Law 2/2026 Changed

On 13 February 2026, Law 2/2026 (Omnibus 2) entered into force, substantially reshaping passive residency — “residency without gainful activity.” The minimum investment threshold rose from €600,000 to €1,000,000, and the mandatory contribution to the Andorran Financial Authority (AFA) became non-refundable: €50,000 for the main applicant plus €12,000 per dependent. Where part of the investment is real estate, its value must exceed €800,000. A reduced route through the Housing Fund (Fons d’Habitatge) was also introduced, with a €400,000 threshold, though its administrative practice is still developing. Residents must stay in the country at least 90 days a year and may not work or run a business in Andorra; all income must come from abroad and exceed the roughly €54,900 annual threshold. Citizenship becomes available only after 20 years of continuous residence. Given the complexity of the new requirements, choosing the right route and preparing the file correctly are decisive for a successful outcome.
