Law 2/2026 introduced an alternative, much lower threshold for passive residency — €400,000 — provided the investment is channelled through the Housing Fund (Fons d’Habitatge), a state instrument aimed at financing affordable housing in Andorra. The idea is appealing for those unwilling to commit the full €1,000,000, but in practice this route is still less tested: Andorra’s administration is still shaping the procedure for processing applications under this instrument, and in early 2026 there were cases where the specific investment mechanism was unavailable or not fully regulated. The main €50,000 contribution (plus €12,000 per dependent) remains mandatory under this route as well. Before choosing this path, it’s worth getting up-to-date legal advice and, where appropriate, preparing a parallel option through real estate or financial instruments.
